SENIOR HUMAN RIGHTS OFFICER (Temporary Job Opening)

This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in La Paz, Bolivia. The incumbent will represent the Office of the High Commissioner for Human Rights and shall report to the Chief of the Americas, Europe and Central Asia Branch (AECAB) in coordination and consultation with the Chief of the Americas Section.

Responsibilities

Within delegated authority, the Senior Human Rights Officer will be responsible for the following duties:

  • Leads and coordinates the work of OHCHR in Bolivia following its mandate of monitoring, advisory services, technical cooperation, protection and promotion of human rights.
  • Formulates human rights strategies, including from a gender equality perspective; develops a vision or direction for the work of OHCHR in Bolivia and creates the conditions for implementing that vision or direction.
  • Represents the High Commissioner on matters of human rights.
  • Builds and maintains relationships with national authorities, Ambassadors, Heads of UN Agencies and other intergovernmental organizations and non-governmental organizations on human rights issues and implementation of programmes.
  • Advises national institutions and other national actors on human rights matters.
  • Advises the UN Resident Coordinator and the UN Country Team on strategies to build and strengthen national capacities and institutions for the promotion and protection of human rights.
  • Exercises daily management of the presence, including oversight of all logistic, financial and human resources in accordance with relevant UN Rules and Procedures.
  • Proposes policy directives and plan of action to appropriate United Nations bodies for immediate and long-range solutions to human rights problems in general and specific geographical areas.
  • Designs, develops and implements significant policy and program changes to address human rights issues, including their gender dimensions.
  • Formulates the programme of work, budget and medium-term plan of the presence and participates in the overall formulation and approval of the programme of work, and administrative matters.
  • Coordinates and oversees the preparation of human rights reports on key human rights issues or developments in Bolivia.
  • Develops and maintains relations with officials at the highest levels of governments and advises them on human rights issues and policies.
  • Manages, coordinates, organizes and supervises human rights officers.
  • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
A minimum of two years of experience in managing teams is desirable.
Experience working on human rights issues in the Americas region is desirable.
Experience monitoring and/or investigating human rights situations is desirable.
Experience with the conception, drafting and supervising of technical cooperation projects is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish (both oral and written) is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
THIS POSITION IS TEMPORARILY AVAILABLE FOR A PERIOD STARTING 1 JULY 2021 UNTIL 31 DECEMBER 2021.

  • If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

  • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
  • This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
  • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
